Who's responsible?

While in New York,I was stopped at a red light and the car behind me was also stopped when a third car hit the second car from behind causing the second car to rear end my car.

Who's responsible to pay for the repairs to my car? Geico claims that since the second car was not moving the car that hit the second car which hit mine is responsible to pay for the repairs.

Geico would be correct. The second middle car had nothing to do with the accident. The Third car failed to stop hitting you causing a chain reaction.
