Who is responsible for this hit?

I hit a MAJOR hole on alabama road and it hit so hard that it caused a motor mount support to break,busted the right side of the plastic bumper,knocked my car out of line and scared the crap out of me and my mother. I want to know how to go about getting this dangerous and unnecessary issue resolved as well as repairs to my car taken car of.
