Who is at fault if I was turning left at 7:30 pm at night and truck hit me traveling fast with no headlights

I was coming home from picking up my fiance like I do every evening about 7:15-
7:30.
We were traveling straight on the highway, I proceeded to turn left down a side road leading to my house and a truck hit me with no headlights on. I did not see the truck because it was dark and he had no lights on the truck.
My fiancé and I were transported to the hospital, my fiancé was airlifted. He suffered bad injuries and is not going to be able to return to work for a good while. My injuries were not bad.
The policy information he gave the police department was his parents insurance information, he is a minor, that policy information and claim I tried to file was dropped because he has no insurance and the vehicle he was driving does not belong to him.
It belongs to another person.
I have liability insurance only, and my insurance said they would have to investigate the situation. He caused this accident and should be held liable.
