A car sustains $1600 in damages estimated by repair shop.

Car is KBB valued at about that or less.

Can a third party payout for the damage be less than the estimate?

Or does the insured's insurance owe the total repair bill?

Yes, it can. The vehicle is probably a total loss, and they will probably pay the actual cash value of the vehicle (not the KKB value).

Nope, again, if the car is a total loss, they have to pay that instead.
