T-boned and Hit-and-run, who's at fault?

Car #1 makes a left-hand turn at a yellow light; an oncoming car, car #2, T-bones car #1 on the passenger's side while speeding (presumably to make the yellow light). Car #2 then flees the scene of the accident. If the police find the guy, who's at fault?
Answer:
Probably both vehicles. Maybe a 50% 50%. Yellow means to proceed with caution, with both vehicles failed to do as the collision occurred.
Maybe the percentages will be different, but both vehicles will likely have negligence on this.
