Some advice regarding no fault finding by police

My sister was in a car accident. She said the tow truck driver did not see her so he hit the side of her vehicle leaving a lot of damage.
When the police arrived, she told the story but the officer stated no one at fault on the report what will this mean?
Answer:
Most consumers believe that the police determines fault. This is often incorrect.
The insurance companies decide who was at fault. If they cannot come to an agreement, then an arbitrator or a judge will have to decide.
Your insurance company will have to take a look at the claim and then move forward with a decision.
