Private lien on auto title for family member | Liability?

Can we hold a lien on a auto title in someone else's name to keep them from selling? and if we hold a lien are we liable if the car is in an accident?
Answer:
It depends on how the lien holder (you) are “holding” the title.
If you allow a negligent driver to drive your vehicle, you could be held liable. If this is strictly a business transaction (like a bank lending money in exchange of the title), then it would be hard to put liability on you.
