Man in insured auto hits woman in parking lot

A man who was drunk was driving his girlfriends car, he was in a lot at a bar he hit some cars and a woman.

She is my sons girlfriend, he then fled the scene, later the police arrested him, the woman was taken to the Hospital, treated then released.the insurance is bulking at paying, says she has a 500.00 deductible.

If that is the case, why would she have a deductible? She should not have one. She is a pedestrian and she must be covered under the drunk driver policy. ALSO, her own auto policy must cover her (under the PIP provision, even if she was not driving her car).
