Is there a database for all insurance companies

I had heard from a friend who recently past away that a woman in the northern virginia area has had 10 accidents in the last 15 years.

She stops her car abruptly then goes after the insurance company and/or person for back injury.

She already is collecting social security for the injury and was sleeping in her vehicle as a homeless person.

My question is, is there not one database with all information from all insurances that catches this?

Choice point and Claim Search do this, but only insurance companies, adjusters, lawyers, or law enforcement can access this (to my knowledge).

Talk to an attorney, or a private investigator. They may be able to get you the information you need.
