Insurance Fraud on coverage?

Will an insurance company cover a minor with a permit only under a grandparents policy?
If grandparent was not present at the time of an accident and minor was driving without a 25 year old or older in the car will the minor be covered under the insurance?

I am a little confused by your question. Is there coverage? Well, you have to look at the policy and its terms and conditions. Was this grandchild listed? Was he specifically excluded?

Insurance fraud is a different circumstance. Making a claim that is not covered does not amount to fraud.
Making a claim and misrepresenting facts is fraud. Making any misrepresentation to an insurance agent or in an insurance application is fraud.
