I apparently went through red light hit another car.

Other car occupant was apparently OK signed off and walked away temporarily.

I hurt my leg and hip.

Am I able to have owner of vehicle I was driving be liable for my injuries.

I also received ticket for red light.

Nope. You caused the accident. You were driving. It's your negligence that caused your injury, not the owner of the car (unless you were drunk and that person gave you the keys to the car or some other negligent act).

If there is PIP coverage, then there is likely coverage for your injuries as far as medical expenses, but not for pain and suffering and that type of thing.
