From several personal experiences Allstate is the worst company about paying claims. File a complaint with the State Insurance Commissioner,sue them if you can. Do not let them railroad you into using one of their preffered shops. Drop them as your insurance company. Look online and you will find endless complaints against this company. Fight for your claim, it took me a year one time.
